Minimum energy efficiency standards: Ceiling insulation

Skip listen and sharing tools

Definition: From 1 March 2027, insulation must be installed by a certified installer to a minimum rating of R5.0 in all ceiling spaces or parts of ceiling spaces where no insulation is currently installed. Ceiling insulation does not need to be installed over external parts of the property, such as a garage, or over internal ceilings, such as the lower floor of a double storey home.

This requirement does not apply if there is existing ceiling insulation, even if it does not meet an R5.0 rating.

The standard also requires an electrical safety checklist to be completed and any electrical issues to be addressed by a licensed electrician within 30 days before the installation of insulation. If the insulation installation is done through the VEU program, the mandatory electrical safety checklist will be completed as part of the installation service.

Who can install ceiling insulation

Ceiling insulation must be installed by a qualified person who holds an active Certified Insulation Installer (CII) certification issued by the Energy Efficiency Council (EEC).

Rental providers cannot install insulation themselves to meet this standard.

Find a certified installer on the Energy Efficiency Council website or the Victorian Energy Upgrades website.

Electrical safety before installation

The installation of ceiling insulation must be done within 30 days after a licensed or registered electrician has completed a pre-insulation installation electrical safety check.

If the electrician finds any electrical issues, they must be rectified before installation of the ceiling insulation takes place.

Where to find energy efficiency ratings

The R rating and compliance with relevant Australian Standards are clearly displayed on the product packaging.
